Federal Customs Service ( FCS of Russia ) began the experiment by simplifying the movement of goods by road through the customs procedure of customs transit .

The experiment was conducted in order to reduce the time of customs operations involving the placement of goods under the customs procedure of customs transit in places of arrival , to ensure the smooth functioning of the international automobile checkpoints ( MAPP ) and increase their capacity. The experiment is conducted in the Far East , Siberia , the Urals Volga, North Caucasus, Southern , Central and North- West Customs Directorate and will last for three months - until February 1, 2014 .

According to preliminary estimates , the experiment will be attended by more than 500 Russian transport companies, which account for the bulk of the transport of goods , the customs procedure of customs transit between the Russian customs authorities. Transportation companies , admitted to the experiment will be able to transport goods under the customs procedure of customs transit without the use of collateral, provided that the customs authority of destination is the Russian customs authority.

Order of the FCS of Russia from 31.10.2013 № 366- r "On an experiment to improve the order of movement of goods by road in accordance with the customs procedure of customs transit " is defined mechanism for implementing the provisions of paragraph 4 of Article 137 of the Federal Law of the Russian Federation of November 27, 2010 № 311 -FZ "On Customs Regulation in the Russian Federation ." This article provides that the provision for payment of customs duties and taxes are not available in cases where the customs authority has reason to believe that the commitments made in front of him , will be fulfilled. In addition, this order of the Russian FCS defined the conditions under which Russian transport companies can participate in the experiment , and the formation of the list of Russian transport companies involved in the experiment.

According to the press service of the Kemerovo customs , be able to participate in the experiment Russian transport companies with a stable position on the transport market (at least 50 international road transport in the year) , equipped with its own fleet of vehicles ( not less than 5 units) , the experience of the transport of goods in accordance with the customs procedure of customs transit at least one year . Important is the absence of violations of customs rules and unfulfilled obligation to pay customs duties, fines . In the Kuzbass these criteria correspond to the customs carrier - LLC " Avtotrans -2" , it is included in the list of Russian companies that are able to participate in an experiment on simplifying the movement of goods by road through the customs procedure of customs transit .

Recall , for inclusion in the list of transport companies involved in the experiment , the carrier must apply to the regional customs office (RTU ) in the region of which it is registered as a taxpayer with a statement in writing. The applicant agrees to conduct verification activities to validate the stated information . Verified information within five working days. If the applicant submitted the necessary information and documents , and the conditions for admission to the experiment , the RTU informs the FCS of Russia the possible inclusion of a transport company in the list . Otherwise, a two-day period the applicant is informed of the impossibility of its participation in the experiment because of insufficient or unreliable information . The carrier may be excluded from the list of the FCS of Russia , if it occurs arrears in duties and taxes , the excitation of the administrative offense under Article 16.9 of the Administrative Code .
